FUNCTIONAL CAPACITY ASSESSMENTS

Ruadhan is available to complete Functional Capacity Assessments and reports.
Capacity is about a person’s ability to make a decision.

A functional capacity assessment considers a person’s decision making ability against four criteria:
- understand information about a decision
- retain information long enough to make a voluntary choice;
- using or weighing up that information as part of the process of making the decision; and
- communicate the decision by any means, including by assistive technology.

A functional capacity assessment is needed as part of applications under the Assisted Decision-Making Capacity. Ruadhan is experienced in completing such assessments and is available for consultation.
Advocacy

CONSULTANCY

Ruadhan provides consultancy on governance arrangements to a residential, foster care, home care, older persons and disability service providers.
Recently, he has worked with service providers to create bespoke quality assurance, quality and risk and systemic review mechanisms.

He understands what a good service looks like and the steps needed to sustain growth.

He can provide expert advise on policy and regulatory requirements, along with support and training.

EXPERT WITNESS

Ruadhan works as an expert witness social worker" to " Social Worker Expert Witness Reports.
He has a proven track record of producing detailed, comprehensive, independent and defensible expert witness reports and has given expert evidence in Court.

In recent years, Ruadhan has provided his services on Legal cases associated with
Expert witness opinion as part of Fitness to Practice Inquiries.

Expert witness services concern alleged negligence, breach of duty and breach of statutory duty for cases in the High Court.

Ruadhan Hogan

Consultant and Independent Social Worker
Ruadhan Hogan is a professionally qualified and CORU-registered social worker with over 16 years’ experience in Health and Social Care services.

Ruadhan currently works as a Decision-Making Representative for vulnerable adults. He is a consultant with Tusla’s National Review Panel. He writes expert witness social work reports for a variety of contexts. He also works as a consultant for Health and Social Care providers.

Ruadhan is completing a PhD at University College Cork (UCC). He lectures in social policy and tutors social work students in the professional social work qualification courses at UCC. He is a member of the IASW.
